PROBLEM TO BE SOLVED: To provide an organic EL display device which prevents scratches from being made on an inorganic solid layer and is improved in a yield of the organic EL display, and hardly has a display defect with the passage of time. SOLUTION: The organic EL element substrate 10 comprises a color filter 102, an overcoat layer 103, and an inorganic solid layer 104 on a substrate 101, a first electrode 105, an organic film 107, a second electrode 108, and an insulating layer 106 provided so as to cover the end part on the adjacent first electrode 105 side and between the adjoining electrodes on the inorganic solid layer 104, and a protection layer 109 which is provided on the inorganic solid layer 104 in the region where the first electrode 105 is not installed, and is provided separated from the first electrode 105.
