PROBLEM TO BE SOLVED: To provide a Web content synchronization system and a Web content synchronization method which permit simultaneous operation, in other words operations occurs in the same order at all users even if a plurality of users perform different operations simultaneously, and where the timing that cannot synchronize operation does not exist, and terminals thereof. SOLUTION: In an Web content control part 11, the system suppresses execution of processing to operation by users, makes all users execute by transmitting instruction as execution instruction of processing, and puts operation under transition of pages into the state of prohibition.
