PROBLEM TO BE SOLVED: To provide a controlling device which enables a user to optionally select an input or output module to execute a locking/unlocking operation. SOLUTION: The controlling device includes; a controller equipped with at least a function which inputs and outputs a signal from a device connected to an input/output module, as an input/output variable; and a computer which is connected to the controller via a network and has a function to display a state of the device. In addition, the computer has; a locking instruction function which sets at least either locking capture of an input variable or locking writing out of an output variable to the controller; and a locking releasing instruction function which sets the release of the locked state. The controller has; a function which executes locking capture of the input variable based on the locking instructions from the computer and executes locking write out of the output variable; and a function which executes the release of the locking based on the locking releasing instructions.
