PROBLEM TO BE SOLVED: To always control output torque of an internal combustion engine in a stable state. SOLUTION: In an output control means 52, a transitional output control means 63 uses an inverse model of a controlled model having expression from control input to output torque and calculates a transitional control amountθtt which is a target throttle opening at transitional operation such as acceleration of a vehicle. A steady output control means 64 uses a conversion map for converting target torque to the control input and calculates a steady control amountθts which is a target throttle opening at steady operation. A control changing means 65 outputs either of the transitional control amountθtt of the transitional output control means 63 and the steady control amountθts of the steady output control means 64 as the target throttle openingθt based on a judgment parameter determined according to a target torque variation.
