The structure has a force controller (13) with a positioning mechanism (131), where an end of the controller extends from a spring and an anti-skidding band (132). Another end of the controller is mounted to a mounting bracket (1114) atop of a base frame (11). The band is tightly pulled and unwounded using an adjusting knob (1312) at a side of the positioning mechanism so that an operating force is adjusted when an upper disk rotates.
