PROBLEM TO BE SOLVED: To provide an optical pickup device and an optical information recording and reproducing device having high heat radiation efficiency without making the devices large-sized. SOLUTION: The optical pickup device is provided with an optical package 13 incorporating a laser element emitting a laser beam, an optical axis adjusting table 19 adjusting the optical axis of a laser beam 11, an optical base 15 supporting the optical axis adjusting table 19, and a cover part 17 installed so as to cover the optical axis adjusting table 19 and the optical base 15. The cover part 17 has a projection part 22 projecting to the optical base 15 side and having heat conductivity, and a hole 23 to which the projection part 22 is inserted is formed on at least one of the optical package 13, the optical axis adjusting table 19, and the optical base 15.
