PROBLEM TO BE SOLVED: To provide a method for decreasing the concentration of the volatile organic substance in the water-based polymer emulsion to less than 200 ppm by short-time treatment. SOLUTION: The vapor phase in a tank charged with a water-based polymer emulsion is exhausted with a vacuum pump thereby removing volatile organic substance included in the emulsion. In this case, as the temperature in the tank is maintained at the saturated water vapor temperature, steam under pressure is blown into the emulsion in parallel with the exhaustion of the vapor phase with the vacuum pump. At the same time, a part of the emulsion is continuously pulled out from the tank and heated at the outside of the tank at a temperature by more than 10°C higher than that in the tank and the resultant mixture is blown into the tank in the form of gas-liquid phase mixed flow.
