There is provided a network layer protocol used for optical space transmission using an LED or LD as a light source. When establishing a communication connection with a partner device, the network layer issues a connection request command (LAP_con_req2) to a lower node layer if a connection request command (LM_con_req1) is received from an upper node layer and the network layer issues a connection confirmation command reception report (LM_con_conf2) to the upper node layer without issuing a data transfer request command to a lower node layer if a connection confirmation command reception report (LAP_con_conf1) is received from a lower node layer. Thus, it is possible to provide a network layer protocol in which the time required for connection and disconnection is reduced.
