PROBLEM TO BE SOLVED: To allow easy attachment in an optional position of a pipe or the like at a low cost, and to detect water leakage in the pipe or the like. SOLUTION: An antenna part 20, comprising two bandlike conductors 21a, 21b formed with an air gap each other, is formed on a base material 30, an IC chip 10 capable of reading out information under noncontact conditions is mounted to be connected to areas facing each other in the two conductors 21a, 21b, and an adhesive 40 is applied further on a face formed with the antenna part 20 of the base material 30 so as to surround the antenna part 20 and the IC chip 10.
