PROBLEM TO BE SOLVED: To provide a light transmitting material for plant growth control forming the environment of light conditions affording effects on promotion or suppression of plant growth and having excellent weather resistance, ultraviolet resistance and mechanical strength, to provide a translucent material for the plant growth control and to provide a method for producing the material. SOLUTION: The light transmitting material for the plant growth control (the light transmitting material for promoting the plant growth or the light transmitting material for suppressing the plant growth) is a light transmitting material for regulating the light conditions of a plant rearing space. The light transmitting material is doped with a light absorbent composed of a transition metal ion in a substrate composed of low-melting glass. The photosynthesis effective photon flux transmittance is≥50% and the ratio of the photon flux of red light in 600-700 nm wavelength region to the photon flux of near infrared light in 700-800 nm wavelength region is≤0.9 for promoting the growth and≥1.3 for suppressing the growth.
