PROBLEM TO BE SOLVED: To provide a terminal information collection system, a terminal information collecting method, a central apparatus, and a computer program, where information collected by a terminal apparatus in a time zone that the terminal apparatus is not connected to the central apparatus can also be surely collected to the central apparatus and loads may not be generated in computer resources of the central apparatus. SOLUTION: When a connected user is authenticated, the central apparatus transmits history information collection start instruction to a terminal apparatus, the terminal apparatus starts the storage of history information, and when the terminal apparatus connected to the central apparatus again is provided with a prescribed history information acquisition starting condition, the central apparatus transmits a transmission instruction of stored history information to the terminal apparatus and transmits a history information collection end instruction to a terminal apparatus corresponding to information for identifying a user to be excluded from targets for collecting history information. In receiving the history information collection end instruction, the terminal apparatus ends the storage of history information, and when the history information collection end instruction is received or the history information transmission instruction is received, transmits the stored history information to the central apparatus.
