PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image processing program capable of achieving the image processing to which efficiency is brought and applied to image data obtained by scanning an original. SOLUTION: In converting color image data obtained by scanning an original into an image data file with a multilayer format, the color image data are divided into a plurality of blocks (100), an L*a*b* histogram is created by each block, and each block is classified into any of six kinds of categories such as "color picture pattern block", "color character and peripheral background block", "monochromatic picture pattern block", "monochromatic character and peripheral background block", "monochromatic background block", and "block whose attribute is unknown" on the basis of the shape of the created histogram (102 to 110). Data of the color picture pattern block are compressed by the color 24-bit jpeg method (120), data of the monochromatic picture pattern block and the monochromatic background block are compressed by the monochromatic 8-bit jpeg method (128, 134), and the compressed data are assembled with a background layer in the multilayer format as other picture plane data (158, 160).
