PROBLEM TO BE SOLVED: To provide a document decision unit capable of accurately deciding an image corresponding to an original document, even in case of the document having handwriting, etc. added to the original document. SOLUTION: An image decision unit 2 includes a specified image acquisition section 10 for acquiring a specified image in which an additional image is added to an original image, a comparison image acquisition section 40 for acquiring a comparison image for comparison, a deletion image generation section 20 for specifying the above additional image from the specified image, and generating a deletion image by deleting the above additional image from the specified image, and a decision section 30 for comparing the above deletion image with the comparison image, and obtaining the degree of resemblance between the specified image and the comparison image, based on the above comparison result.
