<p><P>PROBLEM TO BE SOLVED: To provide a moving picture coder, a moving picture decoder, and a coded stream generating method capable of easily realizing decode processing by a random access applied to a stream by placing restraints on the arrangement of parameter sets (SPS, PPS). <P>SOLUTION: The coded stream generating method adopts a stream structure wherein a stream arranged with: a plurality of first units (P) each including a unit identification number, image compression data, and a reference destination unit number; and second and third units (SPS, PPS) each including a unit identification number and the parameter sets utilized to decode the image compression data, fourth units (GOVU) for dividing the stream are defined, and the reference destination unit number included in the first unit (P) in the fourth unit (GOVU) is set only to the second unit existing in the fourth unit. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
