PROBLEM TO BE SOLVED: To provide a moving body recognition camera and a moving body monitor system in which communication costs are reduced and a monitor camera itself is simple and inexpensive. SOLUTION: Disclosed is the simple and inexpensive moving recognition camera 10 where picture quality of a region of interest is maintained and the communication cost for transfer of image information is kept equal to or less than the coventional one since the region of interest is set in a photographic region of the moving recognition camera 10 by using a setting means 24 and a photographic condition is switched to a moving recognition time mode when a moving body is recognized in the region of interest to acquire and transfer image information.
