PROBLEM TO BE SOLVED: To allow persons wishing to enter areas in a facility such as a hospital in which there are a plurality of areas where the entry and exit are restricted, to enter each area, to detect entry/exit to/from the area by those who are not authorized, and to warn them in a proper manner. SOLUTION: A reception control device 4 installed at a reception desk stores an ID of the IC tag 2 lent to a registrant, input personal information of the registrant, etc. in a database, and transmits the ID to an entry and exit detection device 6. The entry and exit detection device 6 receives the transmitted ID and registers it in a memory 43. When the ID of the IC tag 2 is read by a tag reader 52, the entry and exit detection device judges whether the read ID is identical to the ID stored in the memory 43, and if it determines that the read ID is not identical to the ID registered in the memory 43, it generates a warning at a notification part 54.
