PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol-based graft copolymer having high efficiency for forming an ion complex with an anionic substance, having good affinity with the anionic substance, and obtained by grafting a molecular chain having a linear cationic block; and to provide a method for producing the graft copolymer. SOLUTION: The graft copolymer has a polyvinyl alkanoyl ester such as a polyvinyl acetate and a polyvinyl propanoyl ester as a main chain, and a linear polymer chain having a poly(ethyleneimine) structural unit as a side chain.
