PROBLEM TO BE SOLVED: To provide a solid catalyst component and a catalyst for polymerizing olefins which can obtain olefin polymers with a high yield and, in particular, can obtain a propylene polymer having a high hydrogen response and a wide molecular weight distribution while keeping a high stereoregularity and a high yield. SOLUTION: The solid catalyst component and the catalyst for polymerizing olefins are prepared by bringing a magnesium compound, titanium tetrachloride and a succinic acid diester derivative into contact with one another in an aromatic hydrocarbon compound.
