PROBLEM TO BE SOLVED: To suppress the deterioration of picture quality due to the variation in rotation speed of a optical scanning means. SOLUTION: In the image forming apparatus 10 of the present invention, the frequency of an oscillator 76 is decided by preliminarily deciding a PWM clock frequency to be an intermediate value between N times (N is integer) and N+1 times a reference clock frequency for realizing a low speed rotation when a picture is formed under a low speed environment, i.e., at the low speed rotation of the polygon mirror 38, thus the variation in the rotation speed of the polygon mirror 38 is suppressed and the generation of jitter is suppressed.
