PROBLEM TO BE SOLVED: To provide a highly concealed radio communication system in which securely encrypted information is transmitted or received between radio access points.

SOLUTION: The radio communication system has a plurality of access points (access points 111 to 117) connected with a specified network. The access points store a link information database Y which collects at least a link information table X for every connected link device, and determine the path for each device for every security level L based on the link information database Y. If a communication is requested at a desired security level L, the communication is performed on a path determined at the requested security level L or more.
