PROBLEM TO BE SOLVED: To provide a dispersed EL element, specifically a dispersed EL element formed in a thin or flexible transparent plastic film, that excels in flexibility more than existing dispersed EL element using a sputtering ITO (indium tin oxide) film, and a manufacturing method thereof. SOLUTION: The dispersed electroluminescence element comprises at least a transparent conductive layer, a phosphor layer, a dielectric layer and a back electrode layer formed sequentially on the surface of a transparent plastic film. The transparent plastic film has a thickness of less than 50μm. For the transparent conductive layer, a transparent conductive layer forming coating solution whose principal components are a conductive oxide particle and a binder matrix is applied to the transparent plastic film surface to form a coating film which is subjected to compression.
