PROBLEM TO BE SOLVED: To provide a bleach activation catalyst which increases the bleaching activity of peroxy compounds at low temperature, can easily be produced, and does not damage bleaching target matters, and to provide a bleaching agent composition containing the bleach activation catalyst. SOLUTION: This bleach activation catalyst comprises a ligand represented by a structural formula (1), or the like, and a metal salt, wherein X is a substituent selected from either of alkyl groups containing H group, sulfone group, amino group, OH group, nitro group, carboxyl group, and quaternary ammonium groups; A, B are each identically or differentially a substituent having at least one heterogeneous atom; p is an integer of 1 or 2; when p is 2, X groups may be identical or different each other; j, k are each an integer of 0 or 1.
