By adding a public identifier for identifying a PAN configured by a communication terminal owned by a user to subscriber information managed in a mobile communication network, it is possible to manage a plurality of communication terminals as a group. The mobile communication network (2) includes a communication control device (4) for managing subscriber information and performing communication control. A communication terminal #1 on which USIM (8) is mounted is connected to communication terminals #2 and #3 constituting PAN (7) together with the communication terminal #1. The communication control device (4) manages a public identifier for identifying the communication terminal #1 for performing a call connection or a session connection to the communication terminal #1 and at least one public identifier for identifying the PAN (7) formed by the communication terminals #1, #2, and #3 while correlating them with the communication terminal #1 and to the public identifier for identifying the PAN (7), thereby managing profile information including configuration of the PAN (7) and the service attribute which can be used by the PAN (7).
