<P>PROBLEM TO BE SOLVED: To protect electronic data and data communication from being damaged by heat generated by long-time electromagnetic wave radiation in a noncontact-type IC card which operates by acquiring an electromotive force by means of electromagnetic induction generated by electromagnetic waves; to prevent the melting of a noncontact-type IC card. <P>SOLUTION: A power circuit 18 of a R/W terminal which radiates electromagnetic waves to a noncontact-type IC card 25 is controlled by the CPU 20a of a control part 3. Only when electronic data are written and read, basic electric power is supplied which can release electromagnetic waves which ensure electric power enough for the noncontact-type IC card 25 to operate from an antenna coil L1.
