PROBLEM TO BE SOLVED: To provide a method for producing an allophanate-modified polyisocyanate composition which can relatively readily be produced without using a cocatalyst and is substantially colorless without substantially containing an urethane group, an uretodione group and an isocyanate group. SOLUTION: The method for producing the allophanate-modified polyisocyanate composition comprises producing the allophanate-modified polyisocyanate composition by using an allophanate-forming catalyst (C) from an alcoholic hydroxy group-containing compound (A) and an organic diisocyanate (B), and the allophanate-forming catalyst (C) is a zirconium tetracarboxylic acid salt and carbon number of the carboxylic acid is≥6 and a catalyst poison (D) is used when terminating the allophanate-forming reaction.
