PROBLEM TO BE SOLVED: To extremely efficiently manufacture a packaging bag to the complete form in which the packaging bag is filled with a content, in relation to the packaging bag equipped with a sealing film with discharging holes made in it. SOLUTION: The packaging bag 1A is provided with a fastener 20 formed on the inside of a bag body 1 in order to reseal the opening 30. In the packaging bag 1A, a sealing film 10 having in the central part a folding line 11 along which it can be folded is stuck to the bag body 1. In this case, the folding line 11 is disposed in the direction of the inside of the bag body 1 and the edges of the sealing film 10 are stuck to parts in the vicinity of the opening 30 so that the opening 30 is closed by the sealing film 10. The male fastener and the female fastener are disposed on opposite faces of the sealing film 10 so as to engage with each other when the film 10 is folded along the folding line 11. Discharging holes 12 through which the content is discharged are formed in the sealing film 10 within a range on the side of the folding line 11 rather than on the side of the male and female fasteners.
