PROBLEM TO BE SOLVED: To make it possible to impart additional information on video contents such as comments timely to a user and effectively utilize the additional information on video contents and use condition information of the user such as a reproducing operation.

SOLUTION: A comment provision condition from the user is registered in a server (information providing device), and the server provides comment additional information in accordance with a terminal environment of the user on the basis of the provision condition. Additional information of the video content is provided while reflecting a user condition like a reproducing operation of the video contents on the additional information.
