PROBLEM TO BE SOLVED: To provide a method of manufacturing a polymer composite cement panel capable of achieving design expression wherein the quality feeling of aggregate is drawn out by largely exposing the aggregate. SOLUTION: The aggregate 6 is mixed with a cementituous molding material comprising a cement-containing inverse emulsion composition containing three components, that is, cement, water and an oily substance and this aggregate-containing cementituous molding material is used to mold a molded panel 1. This molded panel 1 is aged in a state that the surface thereof is not closed hermetically to be cured while forming curing failure on the surface of the molded panel 1. Thereafter, the curing failure part 2 of the surface of the molded panel 1 is removed. When water is evaporated from the surface of the molded panel 1 in the ageing and curing process of the molded panel 1, the hydration curing of the surface layer part of the molded panel 1 is not advanced sufficiently and the curing failure part 2 is formed on the surface of the molded panel 1. Accordingly, if a high pressure fluid is allowed to act on the surface of the molded panel 1 after ageing curing is completed, the curing failure part 2 on the surface of the molded panel 1 is removed and the embedded aggregate 6 can be exposed largely.
