PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor having small ESR and LC, and also to provide a manufacturing method of the same. SOLUTION: The solid-state electrolytic capacitor is formed by sequentially forming a dielectric material film 2, a solid-state electrolytic film 3 and a carbon layer 4 on the surface of an anode material 1. This solid-state electrolytic capacitor includes silane coupling agent 4b in a carbon layer 4. The method of manufacturing the solid-state electrolytic capacitor comprises the steps of the dielectric material film 2 on the surface of the anode material 1, forming a solid-state electrolytic layer 3 on the dielectric material film 2, and forming the carbon layer 4 on the solid-state electrolytic layer 3.
