<P>PROBLEM TO BE SOLVED: To provide a discharge treatment device and a discharge treatment method, which eliminate local charge generated in a discharge treatment process of an electrical insulating sheet, in particular, of a plastic film, and existing on one surface or a both surfaces of the electrical insulating sheet, down to a level without causing a defect in a post-process, and also to provide a film without causing application repulsion, particularly in an electrical insulating foam polyester film having a relatively large thickness. <P>SOLUTION: In this discharge treatment method, the surface of the electrical insulating sheet is exposed to a discharge atmosphere while bringing the electrical insulating sheet into contact with a counter electrode roll.
