PROBLEM TO BE SOLVED: To solve the problem wherein with the conventional video characteristics evaluation signal, much time is required for evaluation and is not efficient, because it is difficult for the conventional video characteristic evaluation signal to evaluate the video characteristics, in not only development design of an image quality correction circuit of digital signal processing which is mounted on an optical disk recording and reproducing apparatus or the like, but also video apparatus production. SOLUTION: Video characteristics of the image quality correction circuit for noise reduction, outline compensation, or the like, of digital signal processing for a video apparatus are efficiently and precisely evaluated by a video characteristic evaluation signal generator or a recording medium for video characteristic evaluation, wherein a range of at least one horizontal scanning section in a field or a frame of a video signal is defined as the same image signal area and the same video signal area has a part, where the AC frequency of luminance video signal is fixed and the signal level of AC component is increased or reduced from the left to the right of a screen with a certain ratio.
