PROBLEM TO BE SOLVED: To obtain a network and a terminal for an integrated radio system, and the integrated radio system, where a function for establishing communication by a new radio access system can be realized when talking interruption is generated. SOLUTION: The network for the integrated radio system is provided with a plurality of radio access systems 22-25 for forming data communication routes between a terminal 10 and a node 8, the Internet 6, a server 7 for communicating a control signal for handover, and a route selection part 34 for selecting a communicable route. Each of the radio access systems 22-25 is provided with a function for notifying communication disablement to the server 7 and the route selection part 34 when communication is disabled, the route selection part 34 has a function for storing the radio access system in which talking interruption is generated, and the server 7 inquires the radio access system supposed to be a communicable state to the route selection part 34 when communication disablement is generated, and when the communicable radio access system exists, uses the network of the radio access system as a network for transferring a control signal between the network and the terminal.
