<p><P>PROBLEM TO BE SOLVED: To provide a device and a method capable of preventing an end system from being adversely affected by performing the monitor (preliminary detection of congestion or the like)/analysis of an end-to-end communication state, realizing the dynamic cooperation of band control with rate management control or flow control, and allowing even a terminal to execute communication control according to a communication type. <P>SOLUTION: At the time of relaying communication data to be transmitted from first terminal equipment to second terminal equipment, whether or not any congestion has been generated in a communication path from the first terminal equipment to the second terminal equipment is judged for the communication data being the object of relay, and when it is judged that the congestion has been generated, the relay quantity is changed according to the circumstances of congestion, and communication data are relayed according to the set relay quantity. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
