<p><P>PROBLEM TO BE SOLVED: To enable performing exact transmission speed by a radio base station, resulting in ensuring stable communication quality and improving transmission efficiency. <P>SOLUTION: A transmission speed control method controls the transmission speed of user data to be transmitted from a mobile station to a radio base station. The method has a process in which the radio base station generates a transmission speed control command for changing the transmission speed of the user data in the mobile station on the basis of the transmission speed of the user data received from the mobile station, and notifies the mobile station of the command; and a process in which the mobile station changes the transmission speed of the user data in a predetermined transmission time interval in accordance with the transmission speed control command, thereby deciding the transmission speed of the user data.
