PROBLEM TO BE SOLVED: To provide an image processor capable of recognizing the number of dotted lines with high precision. SOLUTION: A dotted-line number recognition section 14 includes: a flat dot discrimination portion 41 which extracts density distribution information for each local block and discriminates which of a flat dot region of small density variation and a non-flat dot region of large density variation each local block is based upon the density distribution information; a threshold setting portion 42 which sets a threshold to be applied to binarization processing; a binarization processing portion 43 which generates binary data of each pixel of the local block on the basis of the threshold; an inversion frequency calculation portion 44 which calculates the frequency of inversion of the binary data; and a maximum inversion frequency mean value calculation portion 45 which calculates the mean value of the inversion frequency that the maximum inversion frequency calculation portion 44 calculates for a local block that the mean dot discrimination portion 41 discriminates as a flat dot region.
