PROBLEM TO BE SOLVED: To provide a method and a device for evaluating bed material circulating characteristic in an external recirculation unit of a circulating fluidized bed combustion device capable of accurately grasping circulating characteristic of the bed material in an external recirculation unit for using it to improve plant efficiency or the like. SOLUTION: This device comprises a temperature detecting means 23 for detecting temperatures of a number of spots defined by segmentalizing the inside of the external heat exchanger 7 as the external recirculation unit, and an operating means 24 for grasping the circulating characteristics of bed material in the external heat exchanger 7 on the basis of the temperature of each spot detected by the temperature detecting means 23.
