PROBLEM TO BE SOLVED: To provide a recording and reproducing device and a recording and reproducing program for efficiently using key information.

SOLUTION: The recording and reproducing device for contents sent from a content providing side has a ciphering means of acquiring key information previously recorded on an IC card and ciphering contents when the contents are recorded in a recording medium and a deciphering means of acquiring the key information previously recorded on the IC card and deciphering the contents when the contents are reproduced.
