PROBLEM TO BE SOLVED: To provide a heat-developable photosensitive material that uses high silver iodide and its manufacturing method, and that is superior in image preservability and has low fogging, with high sensitivity. SOLUTION: The manufacturing method of heat-developable photosensitive material is provided with an image forming layer at least on one side of the support, containing a non-photosensitive silver salt, photosensitive silver halide, and an image forming layer containing a reducing agent. The manufacturing method comprises at least a process of particle formation of the photosensitive silver halide; a process of mixing with the non-photosensitive silver salt; a process of preparation of coating liquid for image formation layer; and a process of coating the coating liquid on the support. Thiocyanate is added, after the chemical sensitizing process and before the coating process, when the chemical sensitizing process is included; or thiocyanate is added, after the particle formation process and before the coating process, if the chemical sensitization is not included.
