PROBLEM TO BE SOLVED: To provide a binder for an elastic pavement, which prevents a deterioration in constructibility, because a low viscosity can be maintained even if strength is increased, an elastic paving material which prevents low-noise performance, strength and the like, brought about by the high-density filling of a rubber, from being deteriorated by the binder and which is excellent in recyclability, constructibility and economical efficiency, and a manufacturing method for the elastic paving material. SOLUTION: The binder for the elastic pavement includes asphalt, an ethylene-vinyl acetate copolymer, and a petroleum resin.
