<P>PROBLEM TO BE SOLVED: To provide a burner for a reforming device shortening a reaction start time of an oxidation catalyst in a burner part to reduce power consumption required to maintain a reaction start temperature range of the oxidation catalyst, and to provide the reforming device and a fuel cell system. <P>SOLUTION: The burner for the reforming device comprises a second body 32 filled with the oxidation catalyst 34 inside, and a heating member 33 locally embedded in the oxidation catalyst 34 to provide an auxiliary heat source to the oxidation catalyst 34.
