PROBLEM TO BE SOLVED: To provide a communication supporting apparatus and communication system using the same in which crimes maliciously using communication support services using mobile phones can be decreased. SOLUTION: The present invention relates to an apparatus which is communicably connected to a plurality of mobile user terminals 11 subscribed to Internet and supports communication between the mobile user terminals 11, the apparatus including: a location acquisition means 4A for successively acquiring locations of the mobile user terminals 11; a retrieval means 4B for retrieving only a mobile user terminal 11 belonging to a predetermined communication area desired by one of the mobile user terminals 11 based on the locations of the mobile user terminals 11 acquired by the location acquisition means 4A; and a communication control means 4C for permitting communication between the retrieved mobile user terminal 11 and the one mobile user terminal 11.
