PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical fiber preform by which it is prevented that a core rod set inside is moved and damaged by a gas flow even when a sufficient quantity of a treating gas is supplied in the jacketing of a clad tube and the core rod. SOLUTION: The clad tube and the core rod are melted and integrated by connecting a gas supplying and exhausting dummy tube having an inner diameter larger than that of the clad tube to each of both ends of the clad tube, inserting the core rod having a head part having an inside diameter larger than that of the clad tube and smaller than that of the dummy tube into the inside of the clad tube to be heated while passing the treating gas in the dummy tube.
