<P>PROBLEM TO BE SOLVED: To streamline authentication processing while ensuring high security against unauthorized use of a terminal device and devices mounted on the terminal device. <P>SOLUTION: An IC card C mounted on the terminal device performs mutual authentication with the terminal device 11 or various devices mounted on the terminal device 11, and a carrier system authenticates the IC card.
