PROBLEM TO BE SOLVED: To greatly shorten the time required for updating management information even when it is decided that management information recorded on an information recording medium is not reliable. SOLUTION: The information recoding medium has a recording region divided into a plurality of partial regions and an information region wherein management information for managing states of the plurality of partial regions at least for respective partial regions and reliability information showing the reliability of the management information respectively for the plurality of partial regions are recorded.
