PROBLEM TO BE SOLVED: To provide a failure spotting system, method, program and computer readable record medium, adopting an inexpensive system, causing no failure over a long period of time and detecting a failure spot causing an earth fault with high accuracy. SOLUTION: This failure spotting system is adapted to spot a failure point where flashover causes between a structure including a member at least insulating an AC feeding voltage applied part having a trolley wire in two or more places along the installation direction and supporting the same at a predetermined height along a rail and the trolley wire and the trolley wire is grounded through the structure. The system includes: an earth fault current extract means interposed between the structure and a guard wire to cause an earth fault current to flow through the protection wire when the trolley wire causes an earth fault; surge voltage propagation time detecting means provided at both ends of the guard wire for measuring the time when a surge pulse generated on the guard wire by an earth fault current is detected; and a failure point computing means for computing the position of a failure point from the times detected by the respective surge voltage propagation time detecting means.
