<P>PROBLEM TO BE SOLVED: To provide vehicle control device and vehicle control system allowing a third person without a key to move a vehicle parked on a road surface, etc. <P>SOLUTION: This vehicle control device is provided with a personal information acquiring means for acquiring personal information on the third person, and communicates with a portable terminal possessed by a manager of the vehicle when the device acquires the personal information on the third person. When the manager of the vehicle allows moving of the vehicle by the third person, lock of the vehicle is released by a remote control to start an engine.
