PROBLEM TO BE SOLVED: To provide an image forming apparatus keeping the mean velocity of a developer carrier constant and suppressing the fluctuation of developing density with a simple constitution and at a low cost. SOLUTION: The image forming apparatus includes: a freely rotatable electrostatic latent image carrier 21 which is uniformly electrified, thereafter, irradiated with image light so as to form an electrostatic latent image on the surface; a freely rotatable developer carrier 32 placed opposite to the electrostatic latent image carrier 21 so as to hold and carry the developer to a prescribed developing area; and a driving means D for driving the developer carrier 32 when the apparent engagement pitch P of the carrier 21 and the carrier 32 is set to satisfy P=V/f (provided that V denotes the surface velocity of the electrostatic latent image carrier, f denotes the engagement frequency of a power transmission part constituting the driving means), and a developing area width is expressed by L, the apparatus is constituted so that L/P may become nearly integer.
