PROBLEM TO BE SOLVED: To provide a portable terminal operation mode setting system for setting the operation mode of a portable terminal to a suitable operation mode corresponding to a place, a date, the state of the portable terminal, or the like by automatically switching the operation mode of the portable terminal. SOLUTION: The portable terminal 3 decides an operation mode setting rule to be set to it from an operation mode setting rule set 1 in which one or more operation mode setting rules of the portable terminal 3 which are transmitted from a rule set transmitter 2 are described and sets the operation mode of the portable terminal 3 in accordance with the decided operation mode setting rule.
