PROBLEM TO BE SOLVED: To provide a protecting film capable of reducing discharge starting voltage and shortening discharge delay time, a complex for forming the protecting film, a manufacturing method of the protecting film, and a PDP equipped with the protecting film. SOLUTION: The plasma display panel is equipped with a protecting film including a magnesium oxide and one or more additional components selected from one or more copper components chosen from copper or copper oxide, one or more nickel components chosen from nickel or nickel oxide, one or more cobalt components chosen from cobalt or cobalt oxide, and one or more iron components chosen from iron or iron oxide, a complex for forming the protecting film, and a manufacturing method of the protecting film.
