PROBLEM TO BE SOLVED: To provide a structural member excellent in radio wave transmissivity and vibration absorbing properties, having high strength and contributing to weight reduction, and a method capable of efficiently forming the structural member. SOLUTION: A polyfunctional material 100 is constituted by integrally laminating an FRP layer 110 and an absorbing layer 120, and the FRP layer 110 and the absorbing layer 120 are integrally bonded by a resin 112 which constitutes the FRP layer 110. This polyfunctional material 100 is formed using a vacuum forming method and the absorbing layer 120 is laminated/bonded at the same time in a process for forming the FRP layer 110.
